Andrew Simmons, Founder

Andrew Simmons is the founder of AKS Tech Consulting. With more than 25 years of experience in financial services and technology, he has built, led, and scaled Program Management Offices at some of the industry’s most demanding organizations — including PayPal, Venmo, Allstate, and JPMorgan Chase.

Most recently, as Director of PMO at Allstate, Andrew leads the HR portfolio, putting in place a Portfolio Management process to ensure the highest priority initiatives were delivered. Prior to that, as Director, Head of Technical Program Management at Venmo (a PayPal company), he ran the PMO supporting Venmo’s product, engineering, and compliance portfolios — growing the team to 20+ program managers and overseeing a product line generating over $1B in annual revenue. Earlier at Venmo, he scaled the PMO from 8 to 20 project managers in 18 months to support 150% engineering growth, and led the transition from 2 to 7 product releases per year.

Andrew’s career spans both engineering leadership and program delivery. At Venmo he served on the engineering leadership team, driving security initiatives across application, network, and infrastructure surfaces while managing incidents and outages. At JPMorgan Chase, he built and led teams running 30+ application and infrastructure projects with budgets exceeding $20M.

His approach combines technical depth, operational rigor, and a relentless focus on delivering what matters most. He founded AKS Tech Consulting to bring this same discipline — and the playbooks behind it — to organizations looking to accelerate delivery.

Andrew holds an MS in Information and Communication Sciences and a BA in Professional English from Ball State University. He is a certified Project Management Professional (PMP) and GIAC Security Essentials (GSEC) holder.

Today, he works with companies that need to stand up or optimize a delivery function, or integrate AI into how their teams work.

He is based in Chicago.
